Since its formation in 1995, The Signal Group (TSG) has earned a reputation as a leader in the industry preparing Rent Comparability Studies (RCS). In 1999, TSG was hired by HUD Headquarters to draft the Procedures of Preparing, Submitting & Reviewing Rent Comparability Studies (Notice 00-12). This Notice is now incorporated into the Section 8 Renewal Guide Book.

TSG’s key staff members have more than 80 years combined experience in market analysis of multi-family housing. TSG has provided market analysis in over 45 states and has assisted owners, state agencies and lenders in understanding market rent, Section 8 renewal policy and financial options for existing affordable properties. We have expertise in all affordable housing programs and are frequently engaged to provide market and feasibility studies for low income tax credit properties. Many owners and managers seek our assistance in completing contract renewal submission forms or to consider renewal options.

At TSG, we take great professional pride in our work and we understand how to develop RCSs for rural, urban and suburban markets and how to meet the needs and expectations of HUD in preparing an RCS. We understand the concerns and perspectives of owners and managers and how to work closely with all partners to meet the requirements of MAHRA. RCSs are an approved project expense.

Since 2010, TSG has provided underwriting and closing services under a contract with HUD for Section 232/223f and 232/223(a)(7) Healthcare Loans. To date, we have submitted more than 130 applications to HUD’s Office of Healthcare Programs Loan Committee and successfully closed more than 200 healthcare closings.
