Even for projects that are fully subsidized, changing age, income, and population characteristics can make a difference in demand for rental housing. The Signal Group's (TSG's) Market Analysis and Section 8 Renewal Department provides:
- Rent Comparability Studies for renewal of Section 8 contracts;
- Market Studies for development or acquisition;
- Budget based renewal applications to HUD.
As a leader in the industry preparing Rent Comparability Studies, TSG, under contract to HUD, drafted Notice H 00-12: Procedures for Preparing, Submitting & Reviewing Rent Comparability Studies. TSG is licensed in 11 states and has worked in 38 states.
We understand how to develop RCSs for rural, urban and suburban markets and how to meet the needs and expectations of HUD in preparing an RCS. We understand the concerns and perspectives of owners and managers and have worked closely with all partners in the effort to meet the requirements of MAHRA. RCSs are an approved project expense, and in some cases, fees for any additional consulting services can also be paid from project funds.
The Signal Group's Development Finance Department provides services to owners, buyers, sellers, lenders and syndicators, nationwide. TSG helps its clients understand the complexity of changing rules and assess which options are best for them.

- debt financing applications for new developments or existing housing that is being preserved
- tax credit program, 236 IRP de-coupling, and Section 8 renewals
- process financing applications for FHA programs 223(a)(7) and 223(f) Special Projects
Special Projects
Historically, TSG completed:
- A Nation-wide survey of Owners, HUD offices and Appraisers about RCSs
- A contract to HUD Washington to rewrite guidelines for preparing, submitting and reviewing RCSs
- TSG provided assistance to the Maine State Housing Authority (MSHA) in the organization and set-up of its' Contract Administrator functions for a portfolio of Maine-based Section 8 projects
